RAS VPN Problem

I set up a 2003 Server almost 2 years ago.
Then I configured an vpn access through the DSL-Router (pass through 1723)
so the customer could work at home. Worked fine up to now

3 weeks ago he told me that he couldn´t reach the server anymore.
After some research I saw that the ras-Service wasn´t running.
Every time I start the service there is an entry in the eventlog with the
Id 7024 and the specific error code 40010.
Eventid.net wasn´t of any help. There are a lot of entrys for the event ID
but the in conjunction with the errorcode there is nothing.

Even when he stops antivirus and firewall programs the service wont come up.

Meanwhile I had the suggestion, that I should try the MS-tool rarepair.exe.
That tool should reset the RAS settings. But I couldn´t find any explanation
on the MS-homepage.

I hope some of you can help me with that error or could at least give me
links for further descriptions for the rasrepair.exe.
Without any background I do not want to run that tool on customer´s server.
