RAS services on W2K3 stop after dialup

In this day and age, believe it or not, I still have a system out
there that depends on a phone line for remote access. The problem I am
having is that after disconnecting from the system (W2K3), the
following services stop: Telephony, Remote Access Connection Manager,
Remote Access Auto Connection Manager, and Routing and Remote Access.
Once someone at the site restarts these services, dial-in access is
restored (at least for one session). I have not seen any errors in the
system event log. I have set the services to restart indefinitely in
the recovery tab.
Any other thoughts are appreciated
