RAS Service will not start. Help!

I originally posted this to microsoft.public.windows.server.sbs but I am
really stuck on this.
Please excuse the cross-posting.

SBS2003.

Today as part of a network reorg. I reconfigured Routing and Remote Access
to enable VPN's.
I used the Server Management "Configure Remote Access" wizard and was logged
in as a user with admin rights.
RAS now fails to start with an error 691.
I am also getting a Security event - FailureAud EventId: 534

I have disabled and reconfigured logged in as Administrator to no avail.

Any thoughts would be most appreciated.

do you also receive event id 7024 in the event viewer?
