Some router limits just one VPN connection. I am thinking you may try one PPTP and another one using IPSec.

My setup is as follows…
1. Main office
Netcomm NB5580 ADSL gateway.
VPN not enabled
IPSec passthru
PPTP passthru
PPPoE passthru
Ports 47 and 1723 forwarded to server
Win 2K3 server running RAS.
2. Branch Office
Netgear ADSL Firewall Router DG834G (Non-VPN Router)
2 x Win XP SP2 workstations connecting to server using Win XP VPN client.
3. Problem
Most of the time the system only allows one WinXP PC to connect to the
server. Second PC gets Error 721 when trying to connect.
Intermittently it allows both but not often.
4. Questions
Is this configuration supported? Ie. Can 2 or more PC’s at the remote office
connect to the main office at the same time?
I suspect this might be an MTU problem. If it is, what size is recommended
and on which routers / PC’s/server should it be adjusted?
