Our networking switch vendor has asked the we used Windows RRAS with RADIUS
to authenticate machines when they are plugged into the network so the switch
can determine which VLAN to place them in (whether it is a company
employee-corporate network, or a consultant/vendor- VLAN with no corp
access). Is this possible to setup using AD computer accounts or cetficates
to authenicate machines when plugged into the network or wirelessly?

Hi there --

You can use Internet Authentication Service (IAS) to perform auth and
assign VLAN IDs for the switch and for wireless clients (if your APs are
VLAN-aware), but not RRAS. (RRAS can be deployed as a dial-up server, VPN
server, or router.)
