quota for transfer capacity

Dear friends,
I want to limit transfer capacity for each user/all users in my
network.
For example:
- quota for transfer capacity per day in LAN
- quota for transfer capacity per day in WAN (connect to internet)

What should I do? I need your advices.

What are the servers you have in your network?
Do you have ISA server ? proxy server ? they can do such task.

I have the same problem. I Have ISA Server 2000. It has a 'Bandwidth
Control' but after a while something happens and does not work anymore. The
second problem is width ISA Server 2003. Bandwidth control is missing ->
MIssing in action. In this case the Windows 2003 Server QoS service must
used. I have installed Traffic Control from Resource Kit 2003 and applied
the specific group policy DSCP settings but could not be added any 'flow' to
control traffic. What is the solution with this Traffic Control. What
parameters must I use to control traffic.
