I've not heard of a £5 line termination charge, but it could exist. There
definitely is a charge for ceasing ADSL service on a line now. The charge is
made for disconnecting a line from the DSLAM, but the charge is _NOT_ made if
you migrate from one IPStream-hosted service to another, so you can leave BT for
Brand-X internet without the charge.
That charge is not £5, but is £39.66 - I'm not sure if that is with or without
VAT, probably without. It will apply from May 1st.
The charge passed down to the customer for ceasing ADSL service on a line by the
ISP will, of course, vary. Some may waive the charge for long-term customers,
others may pass it on at cost, others will probably round it up fairly sharply.
Note that the charges will apply if you move house. Ceasing service on your
line will be costly, as will activation on a new line. However, if the premises
you are moving to is already ADSL-enabled, then it will be cheaper for both the
outgoing and incoming parties if the incoming householder takes over the line,
ADSL included. They do not have to do this with the same ISP as the outgoing party.
