Quite Complicated

I currently run a network which has Windows2000 Server
and Windows98 clients. We use NTLogon scripts to define
settings.
The users get a desktop and Start Menu from the server.

The problem is, I'm installing some monitoring software.
Now this software has it's own browser.
Not all computers have this browser installed.
We have links to the broswer on the Start Menu and
desktops.
I need a way to make it so that if a user logs on to a
computer, they get icons for Internet Explorer, unless
this other browser is installed, in which case they need
icons to that browser.

How can I set this up?
