Hello benzayb,
A Domain Controller has nothing to do with the network speed to internet.
The internet connection has to be connected via a router to a switch and
all domain machines will be connected to the switch, NOT to the DC.
You local applications should not be effected, except your users are in the
moment all local administrators. When they become domain user accounts it
can be that some applications will not work because of the less permissions,
so that you have to find out the needed rights for the applications to run
with normal user accounts (can be that this happens).
But from your description it sounds that you have no domain running and use
a workgroup environment, please clarify this.
How powerful a DC has to be belongs, for example, to the amount of users.
Also if you use a domain instead of a workgroup you have to add workstations
to the domain, create new user accounts for all users and some more configuration
is needed.
For software installation you can use software distribution with Group policies.
For VPN access you use RAS which should be installed on a member server not
a DC.
