Questions on increasing the Semaphore timeout period

I'm trying to set up some virtual networking using a specific emulation
environment on my Windows XP Professional computer. Because of less than
adequate performance of the virtual machine, I need to be able to increase
the "semaphore timeout period" on the XP box for networking connections. Is
this possible?
