Quoting the documentation for the "forward" option:

forward
This option is only meaningful if the forwarders list is not empty. A value
of first, the default, causes the server to query the forwarders first, and
if that doesn't answer the question the server will then look for the
answer itself. If only is specified, the server will only query the
forwarders.

End Quote

Suppose named were setup on localhost to forward queries to an ISP's
nameservers, with the parameter "first"(default). Then the ISP's
nameservers all went down one fine day. By the above definition, would
named on the localhost upon not getting a reply from the ISP automatically
default to querying the root name servers itself?

Sorry to post this question. I have DHCPCD running fine now on the linux
box. It wasn't getting an IP due to some misunderstanding I had with the
Cox tech support. I thought I was informed by them that my account
entitled me to two public ips, reinforced by the fact I actually had two
computers set up this way from cox. However this was very unstable. I'm
actually only allowed one ip. When one of their tech support people told
me I could have two, I guess he meant one of them would be an internal ip.
