What's the difference between Migrating to another ISP as opposed to
simply cancelling your existing service and then signing up with
another ISP?

If supported, it may well be significantly shorter downtime (few minutes,
compared to a few days)

Migration has the benefit that the downtime is about 5 minutes whilst you
put in the new username and password in your connection means.
