querry regarding the DC function

I am running a microsoft-excel file on one of my member servers.Each
time my DC becomes unavailable all users face error "no logon servers
are available to process the request",when they try to access the excel
file.what can be the issue?
Do any one have any idea what role does the DC play in accessing an
application from a member server?

With Kerberos authentication the DC is also the Key Distribution Center
(KDC). Basically, when domain users try to access a shared folder the local
security authority asks the KDC for an admission ticket which can be
