QOS in Server 2003

Does anyone know how to implement QOS in Windows Server 2003? I have
installed QOS PACKET SCHEDULER but there is no QOS Admission Control. I want
to uso QOS on ISA Server 2004 computer baceause ISA Server 2004 dows not
know about bandwith rules and in help is wrriten to use QOS, but i did not
find QOS Admission control like in windows. Can anyone help me with this: to
configure QOS in Server 2003 ?
