QoS Configuration - Win2003

Hi,
I was wondering if Win2k3 has anyway to configure it as router with QoS
settings? I have got the DHCP configuration set, but I am unsure how to
implement QoS. I am using a trial, so maybe it hasn't been included or I am
missing something...

Could someone point me in the right direction please?

Control Panel / Network Connections / Right Click your Connection /
Properties / Install / Service / QoS Packet Scheduler

May require your CD or Installation Media in the drive you installed
from...

I have that installed... What I want to be able to do is configure QoS for
PCs connected to it. That is, I want to limit network bandwidth for
different IP addresses connected to the Win2003 server (the server is a
gateway router).

Is there a way? or is QoS not the technology I am after?
