QOS with a Cisco Gateway

Hello,
I would like to establish QOS between a Windows 2003 server running a Fax
over IP (T38) application and the CISCO gateway that is connected to the
PSTN.
Is it possible ?

Don't you already have QoS configured for IP phones?

No VOIP is not implemented yet. And fax over VOIP will not, as it is a bad
idea.
My problem is that my FOIP application is not QOS aware.
So I need to do this myself, if possible.

Is it really necessary to implement QoS for a fax? How will the user know if
it takes an extra half second or there is some jitter? They won't.

QOS is needed. T38 si real time fax over IP. Is the network is congested,
fax sending or reception fails. The goal is to achieve similar results as
using traditionnal Hardware based solution.Otherwise, customers will keep
existing solutions.

I've tried to start using the Traffic Monitor tool found in the Windows 2003
Resource Kit.

According to the documentation :
"TC Trafic control

The TC API can be used by traffic management applications running with
administrative privileges to apply QoS to applications that are not
QoS-aware"

The problem is that I'm not able to create a new flow, the error is 1450
"Insufficient system resources exist to complete the requested service."

Any help appreciated.

Where are you recieving faxes from? the internet? vendor? private line?

The faxes are received/sent from an ISDN line connected to a VIC2-2BRI
interface in a 1760 Cisco Gateway.
The fax server is a SIP based application running on a Windows 2003 server
located on the same subnet as the Cisco Gateway. So T38 is done between the
fax server and the Cisco Gateway. The Cisco Gateway carries T30
Analog/Digital PSTN signals.
