Is it possible to have PureFTPd use a MS SQL Server database for user
authentication and setting file limits, like how it now does with MySQL?
I'll be running PureFTPd on Linux, but unfortunately it looks like my
customer data will be on a MS SQL Server.

If it's not currently supported, how much would it take to add in support
for MS SQL Server, and where would I look for such a programmer?
