pure-ftpd 1.0.17a problem

i got problem with pureftpd 1.0.17a. It gives the user root group access ,
so normal user can browse through restricted folder (permission). anyone
else having the problem ?
also it seems that i can login using username/pass : ftp/ftp ,
it log me to the pure-ftpd binary location ( /usr/local/sbin , default)
