Why is that some pubs/bars/coffee shops have different connection speeds?

My local weatherspoons has a speed of around 1.5mb, Costa has around 3mb and
Qua Pasa has 7mb,

Do they limit it?

Some public WiFi services are provided through larger proxy services such as
BT Openzone, so it's not just a simple case of an ADSL wireless router
configured and connected as it would be in your home.
