Who publishes newsgroups?

How exactly does one find who is running a particular newsgroup?

I want to complain about postings on a certain newsgroup which use my name,
but don't know where to lodge my complaint.

In general, nobody. The messages are simply passed along from host to
host. You'd normally complain about a user to that user's ISP.

You don't, unless it's moderated. usenet is peer-to-peer, for the most
part.

Look at the headers and complain to the forger's ISP and/or news host.

Are you sure you are the only Timothy Murphy in Ireland? ... not to
mention all the other Murphys' of the world. I am sure you must realise
that Murphy's law's at work here ;-)

If you can find out which ISP the offender uses (look at his headers), you
may be able to complain to its abuse department. But be sure that he is
pretending to be you, as George says. There aren't many Doug Laidlaws
about, but I know of at least one other, and he wouldn't appreciate a
complaint like this.

Usenet doesn't work that way. There is no single source for a news group;
it is completely decentralized and distributed. The best you can do is examine
the headers of the problem messages to determine where they originated, and
send your complaints there.

And don't forget that since usenet is worldwide, there are likely more than a
few "Timothy Murphys" out there who can legitimately lay claim to the name.
