Public ip for vpn host, without NAT

hi, i've a question:
i've vpnserver with 2 public ipv4 (ex: 1.2.3.1 and 1.2.3.2). 1 of this
(1.2.3.1) is the address for vpnserver self (eth0). the vpn side ip for
server is 192.168.27.1 (tun0). when other host on the internet connect
to vpnserver, it assume 192.168.27.2 address. i need to route all
1.2.3.2 connection to 192.168.27.2 without NAT using. it's possible?
