Proxy Arp on Windows 2003 Standard Server

Is there any way to make Windows 2003 use proxy arp?

This is the behavior I need:
HOST A sends ARP request to get MAC for HOST B
HOST C responds to request with MAC for HOST B

I want to setup a log server on a receive only port. The clients
don't care whether they get a response, it is all UDP traffic
(syslog).

I want the Windows 2003 server to be HOST C, that is responding for
HOST B since HOST B cannot transmit on the network.

Won't your switch do this? You can add static ARP entries.
