protocol number 0 error

I am getting this after windows 98 loads: Error occurred
loading protocol number 0. Error 254: And also when I
open Network Neiborhood I get no icons. But I do get the
hour glass forever. This happened when i installed
compuserve 6.0. Please help. Thanks for your time.
