Promoting a server from hot-backup to take over as the main server

I have configured a server which is a "hot standy".. It is designed so that
if the main server goes down, it can have the last data backup loaded onto
it and then promoted to take over the application.

For this to work though, I need to write a batch file (or maybe vbscript -
something I can create a clickable icon for on the desktop) that changes the
name of the PC and it's IP address (I need the machine to effectively mimic
the main server).

The server is windows 2000 server.

Any thoughts on where I would start to achieve this ?
