How to programmatically ban specific IP addresses

Is there any way to programmatically ban specific IP addresses? We've created
a software that detects "bad" IP addresses and now we want to automatically
block those IPs. Is there any way to do that?

IIS has API that allows to block IPs, but ideally we would like to do that
earlier, so IIS does not receive those requests at all.

If you have ISA and Cisco router, you may be able to do so.
