I am trying to import a .pst file into my Outlook but
it is telling me that I do not have permission access
denied. Where on the the server under domain security
policy do I change it so it let's me install programs and
import files on client computers . I have logged in
under my name and added myself to the administrators
group but still get denied. Help.

Fix the DNS thing I mentioned first and see if that helps. DNS errors will
also cause lack of authentication because it cannot "find" the DC to
authenticate against.

I have configured my DNS correctly. How can I now set
up my domain security so I can instrall programs??? It
keeps on telling me on my client computer that access is
denied even though I gavem myself admin rights.

First, can we verify that there are no Event log errors associated with AD,
such as Kerberos, NTFRS, Netlogon errors? Can you post an ipconfig /all to
verify your configuration from a client and your DC?

This is the most common cause of authentication issues and I just want to
narrow that down. If you say you are logging on as an admin, and it's not
working, I just want to try and eliminate the basics. The major reason I'm
asking for the ipconfigs is because of your previous "long logon times"
post, which is a SUPER HIGH indication (99%) that you have a DNS
misconfiguration issue.

Believe me, if DNS ain't setup right, AD is guaranteed and *WILL* fail, and
you're going to get NUMEROUS issues resulting from it.

That would be in a GPO on the OU for those user and/or computer accounts in
that specific OU. Are you familiar with how to create an OU and how to
create and manage GPOs?

About OUs? If you mean why create them (it's easy to just "create" an OU)
and how it affects your organization, that falls under the category of AD
