You can try setting debug logging:

But I must admit that at the moment is just sounds like a usability error.
It sounds like the error you would expect to get when logging off, for
example if you had logged on while on the network, disconnected and then
tried to log off or shut down.
Are you sure they are getting this message when they do a clean start off
the network?
