problems with workgroup 98/2000

I have a workgroup with about 25 PC's in it. The windows
98 PC's cannot connect to the Windows 2000 Pro PC and it
asks for a password for \\PCNAME\IPC$. I have looked this
up on technet and it says that it is due to the netlogon
service being started. However, if I try and start the
netlogon service manually it tells me that it can't
because it is a workgroup not a domain. I need to get the
Windows 98 PC's to be able to attach to the Windows 2000
Pro PC

Create identical accounts (username/password) on the win2000 and win98
computers. Log into the win98 computers with this account.
