Problems using htaccess with Apache

There is a very well-written FAQ on www.apache.org, that says "why
my htaccess file is ignored". Maybe you should read that.

I've encountered the following problem: I've installed the Apache (1.3)
rpm from a SuSE ftp server and as far as I can tell everything is
configured correctly. Now, if I place an .htaccess file in a directory
which I want authentication for nothing seems to happen. A password file
exists (created with htpasswd) and I've checked the path several times. If
I want to access a page in the directory, the browser loads it without
asking me for my password (i.e. no dialog whatsoever). The files lie in
the folder ~/apache/public and its subdirectories. The password file lies
in ~/apache/private. The strange thing is that when I place an index.html
file in the folder ~/public_html/ together with exactly the same .htaccess
file everything works correctly.
Has anyone else encountered or heard of the same problem and knows how it
can be fixed?
Any help will be greatly appreciated.

In your apache configuration files (httpd.conf or access.conf), did you set
the "AllowOverride" directive to "AuthConfig Limit" at least (inside the
<Directory />).
