Problems with shares and permissions

It seems when I create a share on my windows 2003 server I can set the
security permissions to what I want but the share permissions take
precedence over them.

I can create a new share no matter what my permissions are in the security
tab the user can not write to that share. Once I set the permission under
the sharing it seems to work fine but I can not let the user create files
and then keep him from deleting files he does not own.

Any info on this is appreciated.

The effective "permission" comes from the least permission between Folder
share permission (sharing tab) and NTFS permission (Security tab).
You can modify/difine the file/folder permission and ownership by going to
Security tab and click on Advanced... button. It'll give you more detail
about the permissions.
