Why do you want to jump through all those hoops? Just show the user how to
right-click on the Explorer icon on the desktop and go into the
Connection/LAN Settings and uncheck the simple checkboxes. It only takes
about 5 seconds and maybe 4 mouse clicks.
A machine's network configuration is part of the machine's
environment,...and you can not move a machine from one environment to
another and not have to adjust for it. There are tools like Netswitcher
(
www.netswitcher.com) that can be used for some of this stuff,...but using
that is probably more trouble and a lot more mouse clicks than what I
already described above.
One other solution is to configure your LAN using DNS & DHCP for proxy
auto-detection (investigate WPAD). When not on the LAN, a proxy won't be
detected, so it won't try to use one.
