Problems demoting a server

Hi

We have 3 dc's in our organisation at one site (all Windows 2003 R2 SP2)
called FS1, DC2 & Jeff. We also have a 4th DC at a different site connected
by a site to site VPN called LonDC. I need to demote a server at the main
site (DC2) - it is not a GC and all FMSO roles reside on a different server.
Using "dcpromo" I get the following:
"Active Directory could not transfer the remaining data in the directory
partition CN=schema, CN=configuration, CN=domain, CN=org, CN=uk to domain
controller fs1.domain.org.uk"

Looking around AD Sites and services I noticed for the dc I am trying to
demote there are 2 entries (jeff.domain.org.uk and fs1.domain.org.uk) in the
Replicate To section of the NTDS Settings and nothing in the Replicate From.
Further investigation shows

jeff.domain.org.uk
Replicate From - DC2 & FS1 -- Replicate To - FS1 & LonDC1
FS1.domain.org.uk
Replicate From - DC2, Jeff, LonDC -- Replicate To Jeff
LonDC.domain.or.uk
Replicate From - Jeff -- Replicate To - FS1.

Would these setting be the cause of why I can't demote DC2?

Hello TJ,

Check with "netdom query fsmo" that fs1.domain.org.uk has all 5 FSMO roles.
Please post the output here.

Hi Meinolf

Thanks (again) for the response. The output of netdom query fsmo is as
follows:
Schema owner fs1.domain.org.uk

Domain role owner fs1.domain.org.uk

PDC role fs1.domain.org.uk

RID pool manager fs1.domain.org.uk

Infrastructure owner fs1.domain.org.uk

The command completed successfully.

Not any DC has to replicate with each other, important is that there is a
kind of ring topology and if i see it correct that is listed here. So you
have no automatically created replciation links, all created by hand? What
doesn repadmin /showrepl show if you run it on the DC's? Please post also
that output from all DC's.

Thanks Meinolf. Here is the output from repadmin /showrepl. I'm not sure
what I'm seeing here but there does seem to be a problem with DC2. Do you
think this might be why I can't demote DC2?

Hello TJ,

Please run dcdiag /fix on DC2 and also netdiag /fix. If this doesn't help
please pos the output from dcdiag /v and netdiag /v from DC2.

Thanks Meinolf. After running dcdiag /fix and netdiag /fix I have run
dcpromo again and this time it failed with a different error - "The DSA
operation is unable to proceed because of a DNS loop failure".

As the output is so large I have posted it on my website -
www.teejayuu.co.uk/downloads/dcdiag_netdiag.txt.

Hello TJ,

Did you restore the server from a backup before? Is the server listed in
all DNS zones with it's correct ip address?

We've not restored the server since it went on-line at 2 weeks ago and it on
checking the zones I found server was listed in all Forward Lookup zones and
only it's own Reverse Lookup Zone. I have now added it to all 4 and tried
dcpromo again but am now getting this error

The operation failed because:

Active Directory could not transfer the remaining data in directory
partition CN=Schema,CN=Configuration,DC=domain,DC=org,DC=uk to domain
controller jeff.domain.org.uk.

"The RPC server is unavailable."
