Problems after Security Configuration Wizard

Hello,
I've created and applied the policy with the Security Configuration Wizard,
and now I have problems with the server.
1. WWW Publishing service fails to start with Error 5: Access denied
2. FTP service does not start with Error 3: System cannot find the path
specified. In the system log is the following error: "The service metabase
path '/LM/MSFTPSVC/' could not be opened. The data is the error code."
3. I can't see the Dependencies tab of all services because of Access denied.
4. I cannot see the system log after reboot because of it's corrupt. After
clearing it's ok until next reboot.
5. I can't rollback the policy because of the Access is denied.

NOTE that I'm working on server in Remote Desktop session with the
Administrator account.

If someone needs, I can upload the policy applied and my current local
security settings to some server.
