problems accessing services over the public internet

One service (IIS web page) works fine over the public internet. Others (OWA,
RDP, etc) do not although they are available on private network. Windows
2003 SBS. Firewall has ports open for http & https & RDP, etc, and IIS web
pages are available on public internet and internal users can surf fine.
Same NIC services the public & private traffic. Windows 2003 firewall is
OFF. RRAS is disabled. Pinging server works fine. Exchange server works
fine.

Any ideas on what the problem could be?

port scan it from the outside. That will tell you if the firewall is
configured correctly.
