I have you checked the IP that the computer is using when you have this DNS
error, by using IPCONFIG /all at the Command Prompt? Because if the machine
is getting an IP that starts with a 169.xxx number, it's a default IP that
is being assigned when the machine has had trouble obtaining a valid IP that
will allow the machine to access the Internet. The 169.xxx number is not a
valid IP that can be used to access the Internet.
If this is the case of the 169.xxx number being assigned, then there are
other solutions other than having to do a system restore.
1) You can try turning the machine on and off doing a reboot to see if it
will obtain a valid IP
2) You can try issuing IPCONFIG /Release and IPCONFIG /renew at the command
prompt to see if the machine can obtain a valid IP.
3) You can use the utility below.

5) If all else fails and the 169.xxx number will not be released by the O/S
or you cannot access the Internet, then you can take five minutes and
rebuild the TCP/IP stack on the machine by using REGEDIT.
a) go to HKLM\System\CurrentControlSet\Services
b) delete the Winsock and Winsock2 entries
c) go to the NIC's Property Box and uninstall all services and protocols
d) reboot the machine which will rebuild the Stack
4) install the services and protocols back in the NIC's Property Box.
Hopefully, one of the solutions will get you out of the situation.
