problem of window 2003 server remote desktop

Dear All
my local area network have 1 window 2000 server , it is domain controller
domain : abc
and I already set domain user can use remote desktop/terminal service
connect to this window 2000 server

then I add one more win 2003 server in this network , and join the domain
abc
I want to set that all domain user can use remote desktop to connect this
win 2003 server
so I do the fellow setting in this 2003 server
1) I add "domain users" group in "remote desktop users" group
2) I see the option "allow logon locally" in local security policy was grey
, I can't edit it , but it contain the "tsuser" group that I create in
Domain controller(win2000) before, which contain all domain users (it use
for config terminal user in DC before)

finally I discover that only domain admin or local admin can login that
win2003 server, domain users can't

so I want to ask , any thing I need to do so that I can allow domain user
login to this win2003 server ?

thx all

Configure Terminal Services on the machine and buy the Terminal Services
Licenses.

Remote Desktop is an administration tool for Administrators and will only
allow two connections.

I don't know. Terminal Services is a whole specialty technology. There are
News Groups just for TS,...with people who specialize in TS. Ask in one of
those groups.
