Charter does MAC address authentication. Comcast (to the best of my
knowledge) does not do MAC address authentication. I couldn't find
anything that specifically declares that this is true, but the total
lack of any mention of MAC address changes in the connection FAQ at:
http://faq.comcast.net/faq/query.jsp?name=Connection
implies that it's not an issue.
However, the Comcast (CMTS) routers do store the visible MAC address
in their ARP cache. It takes a while to flush this cache when
juggling equipment. Therefore, I suggest that one pulls the plug on
both the cable modem and router, do something useful for about 30
minutes, and then plug it back in. The ARP cache should be flushed by
then and hopefully things will work.
Linksys knowledge base article on Comcast setup:

Oh swell. The article says to clone the MAC address. I've never had
to do that and I dunno why it's in there.
