Problem With USB to LAN Adapter

I am running winodws 98.

I cannot connect to the internet with internet explorer 6.

It recognizes the other computers on the network and will print and share.

After about an hour, it will connect and work fine.

While it is not connecting I've tried to find out what is wrong, all of the
usual settings are ok. When I ping the address I receive 100% packet loss.

Any suggestions?
