I think the problem is that PCI and USB modems are being treated as dial-up
modems, and of course don't have the 'always on' option that can be had if
you use a router. I first signed up for wires-only ADSL at the end of 2001
(as a trial user, before it was launched in the UK in April 2002). I found
a USB (Alcatel 'frog') modem so frustrating that I had a 90+VAT (later half
that price) 4-port Conexant chipset modem/router in use within 6 or 8 weeks
and have never considered a USB unit since. I'd suggest you consider using
a cheap ADSL 2/2+ router and connect with an ethernet cable (most PCs have
10/100 Mbps ethernet as standard these days). Sorry if that's the answer
you don't want to have, but I suspect others may suggest a router, too.
The router can be turned off (if you are power conscious) or stays online
whatever you want to do on the PC - so rebooting etc won't do anything to
the router - it stays on all the time, can be weeks or months at a time
so long as your ISP doesn't reset the connection too often).

while (but I found the Zyxel Prestige router worked better for me than the
other routers I had previously used - I have been on DSL Max for months
and some others were disconnecting late at night, where the Zyxel stays
connected and gives me faster data speeds through it (easily get 5000 kbps
and have had higher at times too, but don't push it all the time - d/l as
much as I like without ever guessing the totals each month - only on the
cheapest Eclipse account at 14.99 but it works well for me.)
