When I've encountered this in the past, the problem was caused by the

If you are using Windows XP with SP2
Click "Start," click "Control Panel," click "Network Connections."
Right-click the "Wireless Network Connection," and then click
"Properties."
On the "Wireless Networks" tab, under "Preferred networks," click the
wireless network connection for which you want to configure 802.1X
authentication, and then click "Properties."
On the "Association" tab, clear the check box named "The key is provided
for me automatically"
This should activate the "WEP" text field and allow you to enter the
Key.
