Problem with FTP and big files

Hi all!

I've problem with transfer of big files over FTP. I've one server
running FTP and some number of other services. The problem is only with
FTP. I've tried to use different FTP servers (ftpd, proftpd, pureftpd,
vsftpd) nad with all of them the problem is simmilar: transfer crashes
after 20-30 MB. There is enough RAM nad disc space, I can transfer files
using scp without any problem.
In ftp server logs I see only 421 Data timeout.
It happends for many clients connectiong from different places, so I
assume there is no relation to client.
Where to look for solution ?

On which port? Perhaps firewall cannot perform active FTP?

firewall, somewhere else with common factor?

you eliminated server daemon, clients, isolated FTP protocol as
being problem... what (if any) firewall in use?

I can't imagine, that firewall can block big files, and allow smaller
ones. The problem appears about 20MB, below is OK.
