Problem with dial-up on Windows Server

I have a Windows Server 2003 new installation and want dial-up connection.
I'm using a wizord for connection configuration. But I receiving next message:
Error 633 - the modem (or other connecting device) is already in use or is
not configured properly.

I have not any fax program or other program of this type.

In Control Panel a diagnostics of my modem (U.S. Robotics Courier V.34) is
normally.

What's the problem?
