Problem with DHCP service and Alternate IP Configuration

I am trying to set up my Windows 2003 server to use the Alternative
Configuration feature when I disconnect it from my company's network.
However, when I do this, the DHCP service in my server doesn't work. If I
hardcode the IP info on the General tab of the TCP/IP Properties window with
the same values that I use in the Alternative Configuration tab, then the
DHCP service works fine. Here are the values that I am using:

IP: 192.168.254.1
Subnet: 255.255.255.0
Gateway: 192.168.254.1
DNS: 192.168.254.1

Is there anything else that I need to configure in Windows to get the DHCP
service to work when the computer is using the Alternation Configuration for
the IP address?

Hello Vuong.
Usually the scenario is :
I'm a DHCP client (for a example a laptop) in my network and I use the
alternate ip configuration if I'm (for example) at home, where I have no DHCP
server available.

It's difficult for me to figure out the use of a server with alternate ip
configuration.
Can you explain deeper what you are trying ?

I'm creating a testing lab. Sometimes, my Windows Server needs to be
connected to the company's network so the server can access the internet, and
the company's DHCP servers will assign an IP address to my server. I will
turn off the DHCP service on my server when I'm connected to the company's
LAN .

When I want to test something, I will disconnect the server from the network
and create my own LAN inside of the testing lab and turn on the DHCP service
in my server. This is where I want the Alternative Configuration to work.

Note: When I use the same values for a static IP configuration on the main
tab instead of the Alternative Configuration tab, my DHCP service works in my
local testing lab LAN.

Why not use two NICs, and disable one or the other as required.

It is not a good idea the change the network config of a server, or to
have a server as a DHCP client.
