Prioritizing bandwidth

I'm hosting dozens of web sites, several portal sites, several streaming
servers. My question is how can I prioritize the bandwidth used so that one
portal site in particular takes considerable priority over everything else?
I'm running Win2003 Ent Edition and SPS 2003 with ISA 2000. Every major
software server is running on their own box.

ISA Server 2000 has the ability to set priorities for bandwidth. You may try
to search www.isaserver.org or try ISA Server newsgroup.

They are removing it from ISA2004 because it pretty much doesn't work in
ISA2000.
