Run XP's Network Setup Wizard on all of the computers. It will
automatically share 98's printer and give the XP computers access to
it:

Steve,
Do you need to install ICS if you use a router to share file sharing and internet access, to share a USB printer connected to one of the PC's?

No. With a broadband router, there's no need for ICS. When you run
XP's Network Setup Wizard, tell it that the computers connect to the
Internet through a "residential gateway". That's its name for a
broadband router.
