I have set up all my network printers on a print server so that domain users
can install/connect to the printer of their choice without having to be
administrators on their workstations. My problem is that now, if we create
custom page sized/forms for these HP printers on the print server, only
"administrators" can see/use the custom form/page size..

How can I rectify this?

Unfortunately the permissions for shared printers are not very granular. If
you go to the Security tab in the printer's properties, the default for
ordinary users is Print - you may have to give them Manage Documents or
Manage Printers.

Didn't work... Administrators can see it but users still can not...
