Print Operator - Power User permissions

On our Windows 2000 Print server I had a group called Power Users. I had two
users in that group and they were able to manage all aspects of the printers.
Change drivers, add new drivers, etc...

I upgraded that server to windows 2003. Put the users back in the power
users group. They can still change print drivers, but only from what shows up
in the drop down list. The "New Driver" button is not available for them to
click on. I added them to the print operator group too, but that did not
change any thing.

Anyone have any idea what I need to do to enable this function for them?
