what is the purpose of the primary dns suffix on a member server used for?

under computer name, change, more

Also the check box change primary suffix when domain membership changes

It means when the machine's name is used without any "context" the default
suffix is appended to the machine name to create the FQDN.

If default suffix is : "mycompany.org"
machine name is: workstation2
The FQDN is assumed to be "workstation2.mycompany.com" unless otherwise
specified.

And the check box means just what it says. If the box is checked, the
suffix is changed to the new domain suffix when the machine is moved to a
new domain.

does this have anything to do with registering the machines A record in DNS
??

Yes. It will determine which zone it registers in. If the suffix is
domain.lcl, the machine will register in the domain.lcl DNS zone.
