From Mark Thomas of Eclipse:

Dear Partner,

Eclipse Internet is pleased to announce that it has today joined the
Kingston Group – a move which will ensure the continued development of the
successful Eclipse Internet brand. Kingston Communications has a proud
history of pioneering new technology and forward thinking in the voice,
data, Internet and mobile connectivity markets. This coupled with Eclipse’s
unrivalled reputation for quality, its innovative culture, and vast
experience in the broadband market, is seen as an exciting marriage of
capabilities.

By joining the Kingston Group, Eclipse will significantly strengthen its
competitive position and achieve long term performance by continuing to
create superior customer value and satisfaction in what is an increasingly
aggressive market. The development means that we can maintain our tradition
of innovation and provide an increasingly rich portfolio of first class
services to our loyal customers in the future. This excellent opportunity
will ensure long term security and ongoing success.

Kingston Communications is a leading provider of communications with an
annual turnover for the year 2003/4 of £293.6 million. The company currently
employs around 1900 staff across the UK and has been providing leading edge
business and residential services for 100 years. Since the mid-1990s
Kingston has developed a wide range of voice, data and Internet services to
businesses and residents across the UK. As a Group, they were the first
company in Europe to launch a commercial Internet proposition and a video on
demand service over ADSL.

It must be stressed that the existing Eclipse team are an important part of
Kingston Communications decision to acquire Eclipse and they will continue
to drive the company forward. I am remaining with the company and will be
taking on the role of Director of Broadband and ISP Development and the
company’s headquarters will remain in Exeter.

We realise that you will have a number of questions, some of which we might
not be able to answer immediately, so please bear with us during this
transitional phase. In the meantime, please direct any questions to the
Sales Team via email at (E-Mail Removed) or visit our website
www.eclipsebroadband.com

Moving forward, Eclipse and Kingston Communications, together with our
partners, have an exciting opportunity to exploit the fast growing national
broadband Internet market.

Regards

Mark Lang
