How might one determine if a Windows 2003 domain controller has been
installed on a Windows 2000 network?

Go into your Default Domain Controllers OU and check the properties of your
DC's. There is an Operating System tab.

If someone had installed a 2003 DC in your 2000 domain that means you now
have a 2003 domain. You can't install a 2003 domain without running adprep
and forestprep so you can also check for the existence of any changes made
by these.

To determine the operating system and the service pack revision level of
Active Directory domain controllers in an Active Directory domain, install
the Windows Server 2003 version of Repadmin.exe on a Windows XP Professional
or Windows Server 2003 member computer in the forest, and then run the
following repadmin command against a domain controller in each domain in the
forest:
>repadmin /showattr name of the domain controller that is in the target
>domain ncobj:domain:
>/filter:"(&(objectCategory=computer)(primaryGroupID =516))" /subtree
>/attsperatingSystem,operatingSystemVersion,operat ingSystemServicePack

In every domain in the forest run the following LDAP search

BaseDN: Root of Domain
Scope: Subtree
Filter&(objectcategory=computer)(useraccountcont rol:1.2.840.113556.1.4.803:=8192)(operatingsystem= Windows
Server 2003))
